The Greater Manchester Local Authorities were successful in obtaining funding of 10 million pounds for retrofit of social housing in October 2010. As part of the programme they are developing a behaviour change strategy to go alongside the refurbishment work. The behaviour change sub-group issued a consultation document in January this year- An Action Plan for Changing Consumer Behaviour – which outlines some of the key issues.
